Brighter US economic outlook boosts hiring
Companies are increasingly confident the economy will grow at a modest pace over the next year and are hiring more, according to a survey of business economists. Nearly one-third of the economists surveyed by the National Association for Business Economics said their companies added jobs in the April-June quarter, according to a report released Monday. That's the highest percentage in nearly two years. And 39 per cent expect their firms will hire more in the next six months. That's near the two-year high of 40 per cent reached in the January-March quarter.

Tree loss in one of the world's largest rainforests has slowed, a study suggests. Satellite images of Africa's Congo Basin reveal that deforestation has fallen by about a third since 2000. CBI likely to file closure report in Mulayam DA case in 10 days: sources
New Delhi: Days after reports on a possible Samajwadi Party-Congress deal in the offing, sources now say that the Central Bureau of Investigation is likely to file a closure report in the disproportionate assets case involving SP chief Mulayam Singh Yadav in the next ten days.
Sources added that the case which has dragged on its feet for seven years, has become weak after the Supreme Court had ruled in December last year that the assets of Mulayam's daughter-in-law Dimple Yadav could not be considered as she was not holding any office of profit between 1991-2005.
The CBI sources maintained that Mulayam's assets have increased mainly because of gifts and rise in value of fixed assets.
Sources had told CNN-IBN that Mulayam is likely to support the Food Security Bill in Parliament's Monsoon Session. The Samajwadi Party had earlier opposed the Bill and called it anti-farmer. As part of the deal, the Congress could help Mulayam in corruption cases against him.
The Congress-led United Progressive Alliance Government needs Mulayam's support for other crucial bills like Pensions and Insurance Bill as well.
But the challenge for Mulayam is to get a clean chit in the disproportionate assets case. His review petition against an Election Commission order is also pending in the Supreme Court.
Opposition parties had attacked the government over the CBI's decision to likely give a clear chit to Samajwadi Party supremo in a disproportionate asset case, alleging the agency was being used as a tool to further political interests.
"We are not surprised that Mulayam Singh Yadav is getting a free clean chit form the CBI and he in turn has started singing a different song as far as the policies of the UPA II government are concerned," BJP leader Balibir Punj had said.
The parties, including BJP, CPI, charged the Congress-led UPA government was behind the agency's reported decision to file the closure report in the DA case against Mulayam.
"All parties that come to power have used the CBI for selfish reasons. Mulayam Singh himself has said in the past that the CBI is being used against him. Initially he was opposed to the food ordinance, but now he is saying that he will support it," CPI leader Atul Anjan had said.
This is not the first time that the Congress has reached out to Mulayam by going soft on him. After the Left withdrew from the government over the Indo-US nuclear deal in 2008, the Congress was desperate for a bailout and it looked towards Mulayam who helped the UPA win the trust vote by a close margin of 275 to 256 votes.
The CBI then withdrew its earlier application from the Supreme Court where it had claimed sufficient proof against Mulayam in the disproportionate assets case. The CBI argued it had made accounting mistakes. The case, however, is still pending with the Supreme Court.
Apart from the disproportionate assets case, Mulayam's party the Samajwadi Party is facing criticism for its performance in Uttar Pradesh.

Government's $3.96 billion bond auction for FIIs oversubscribed
Mumbai: Showing strong demand for government bonds despite a weakening rupee, foreign institutional investors (FIIs) have put in bids worth over $4.3 billion in an auction for debt securities worth $3.96 billion.
The auction was held yesterday at the top exchanges BSE and NSE for allocation of FII investment limits in government debt securities worth Rs. 23,661 crore ($3,957 million).
The auction attracted bids for Rs. 25,905 crore ($4,332 million), as per the two stock exchanges. As many as 51 bids were made in the auction, out of which 50 were declared successful.
The latest auction followed robust interest shown by FIIs for the sale of government debt bond investment limits to the tune of Rs 42,000 crore last month as well.
The biggest sale of government securities so far this year, it had attracted bids worth Rs 39,171 crore.
The robust response to the auction came despite FIIs having pulled out more than Rs 17,000 crore (about USD 3 billion) from the Indian capital markets so far in July amid concerns over the depreciating rupee.
The outflows were to the tune of more than Rs 11,196 crore ($1.87 billion) from the debt market and over Rs 6,000 crore from equities.
Earlier in June, FIIs had withdrawn a record Rs 44,162 crore ($7.5 billion) from the debt and equities markets.
The weakness in the Indian currency has been instrumental in overseas investors exiting debt markets as the rising cost of hedging a volatile rupee hurts the yield differential the FIIs work with, according to market experts.
The rupee slumped to a lifetime low of 61.21 (intra-day) against the US dollar on July 8. Since April 30, the rupee has depreciated by about 13 per cent and currently trades slightly above 60 mark.
There has been turmoil in the global markets after the US Federal Reserve said it may taper the $85-billion-a-month bond purchase programme later this year and end it next year if the US economic recovery is up to its expectations.
FIIs had been aggressive buyers of bonds in the first five months of 2013 on account of higher yields offered by the government and corporate debt. The debt market witnessed a net inflow of almost Rs 25,000 crore in January-May this year.
To attract foreign capital, the government recently hiked the investment limits for FIIs in government debt to $30 billion, from $25 billion previously.
FIIs need to bid for investment limits in an auction conducted periodically by Sebi as per the available limits, pursuant to which they can invest in the bond market.
The Sebi auction of debt limits for FIIs is conducted at around 20th of every month.

Ayurvedic, Unani, and homoeopathic education faces uncertainty

KANPUR: Ayurvedic, Unani and homeopathic education may face a setback in the session 2013-14 due to the pending decision of ministry of health and family welfare and department of AYUSH regarding grant/denial of permission to start the new academic session. The government is waiting for the report of Central Council of Indian Medicine (CCIM) and Central Council of Homeopathy (CCH) for the status of colleges which are allegedly not following proper minimum standard required (MSR) regulations as per the guidelines proposed by government.
The department of Ayurveda, Yoga and Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy (AYUSH) is part of the Union ministry of health and family welfare. The Ayurvedic, Unani and homeopathic medical colleges governed by AYUSH are run under Central Council of Indian Medicine (CCIM) and Central Council of Homeopathy (CCH).
Union ministry of health and family welfare, in its letter number R.11011/10/2013-EEP (IM-I), ordered CCIM to conduct a survey of all the medical colleges offering BAMS, BUMS and Siddha courses to verify academic status. The ministry also briefed the norms which must be fulfilled by every college for getting an approval to start the academic session.
The government also gave deadline of July 31 to the CCIM to complete the verification process and submit the report to the department.
This is the reason why the state governments are ordered not to include all the Ayurvedic, homeopathic and Unani colleges in the UP-CPMT counselling.
The department of Ayush would grant admission in these colleges for the session 2013 after getting reports from CCIM regarding status and education. According to sources, CCIM authorities are yet to inspect many of the colleges in the state.
"It may take more than two months to get the Centre's nod," said an official of medical education department.
With this, more than a dozen Ayurvedic, Unani and homeopathy colleges would have to wait for around two months to start the academic session. And if AYUSH department would not approve admission in these colleges, the students would be the worst sufferers. They would lose the opportunity of admissions in current academic session.

Jwala Gutta, Ashwini Ponnappa hit out at IBL
NEW DELHI: Doubles specialists Jwala Gutta and Ashwini Ponnappa were left disappointed with the Indian Badminton League's decision to slash their base price at the last moment in the Player's auction and termed it as "disrespectful" and "absurd".
Who Got Whom in inaugural IBL Auction
Commonwealth Games women's doubles champions Jwala and Ashwini were two of the six icon players, who went under the hammer on Monday but just hours ahead of the player's auction, the IBL decided to reduce their base price from $50,000 (Rs 29,86,264) to $25,000 (14,93,125) after consultation with the six franchises.
In the auction, Jwala went to Krrish Delhi Smashers at $31,000 (Rs 18,51,520), while Pune Pistons bagged Ashwini for the base price of $25,000.
"I am very disappointed. Me and Ashwini signed the contract as icon players and we should have been given a better deal. We were not even informed about the reduction of base price. In fact, the news that women's doubles was replaced by another men's singles, I came to know late. What can I say, it is disrespectful and I am deeply hurt and upset by IBL," Jwala said.
Ashwini, who won the World Championship bronze along with Jwala in London in 2011, was equally hurt at this last minute decision by the IBL.
"I didn't get a call regarding this. No one explained things to me. I am really hurt and deeply upset. Until the auction got over I didn't even know about it," Ashwini said.
"I heard that since there is no women's doubles competition, so our price was slashed but then how come other women's doubles players got way more than me. That is more absurd. They make you icon players and then they don't treat you with respect," Ashwini said.
Interestingly, Ashwini's current women's doubles and mixed doubles partners Pradanya Gadre and Tarun Kona were bought by $46,000 and $28,000 after starting at a base price of $10,000 and $15,000.
Explaining the reasons behind this sudden slashing of the base price, Ashish Chadha, CEO of Sporty Solutionz, the commercial partner of IBL, said: "Last night we had a closed bidding but then two players Jwala and Ashwini went unsold, so it was decided that close bidding will not work so it was scrapped and we went for an open bidding for all icon players.
"In November last year, it was decided that we will have women's doubles and at that time Jwala and Ashwini were signed as icon players but subsequently women's doubles was dropped. But to safeguard their interest, IBL decided to still give them a chance to fetch a bigger amount in the auction and also decided to pay them the deficit amount if the amount is below $50,000," explained Chadha.
Asked if the open bidding was harsh on Ashwini, Chadha said: "That was something which was coming from the sack. We can't help it. Even if we had done a closed bidding, the maximum she would have got is $50,000. Still she gets $50,000 now."
The six franchises had a purse of $275,000 to buy 10 players -- four foreign, six Indian and one junior.
Asked why the women's doubles was replaced by another men's singles, Chadha said: "The women's doubles was dropped because there was less of players and awareness and second and foremost that was discussed at the governing council that if we have just one men's singles that won't let our single players to get a go at the top international players."

Keep your dream
I have a friend named Monty Roberts who owns a horse ranch in San Ysidro. He has let me use his house to put on fund-raising events to raise money for youth at risk programs.
The last time I was there he introduced me by saying, “I want to tell you why I let Jack use my horse.
It all goes back to a story about a young man who was the son of an itinerant horse trainer who would go from stable to stable, race track to race track, farm to farm and ranch to ranch, training horses. As a result, the boy’s high school career was continually interrupted. When he was a senior, he was asked to write a paper about what he wanted to be and do when he grew up.
“That night he wrote a seven-page paper describing his goal of someday owning a horse ranch. He wrote about his dream in great detail and he even drew a diagram of a 200-acre ranch, showing the location of all the buildings, the stables and the track. Then he drew a detailed floor plan for a 4,000-square-foot house that would sit on a 200-acre dream ranch.
“He put a great deal of his heart into the project and the next day he handed it in to his teacher. Two days later he received his paper back. On the front page was a large red F with a note that read, `See me after class.’
“The boy with the dream went to see the teacher after class and asked, `Why did I receive an F?’
“The teacher said, `This is an unrealistic dream for a young boy like you. You have no money. You come from an itinerant family. You have no resources. Owning a horse ranch requires a lot of money.
You have to buy the land. You have to pay for the original breeding stock and later you’ll have to pay large stud fees. There’s no way you could ever do it.’ Then the teacher added, `If you will rewrite this paper with a more realistic goal, I will reconsider your grade.’
“The boy went home and thought about it long and hard. He asked his father what he should do. His father said, `Look, son, you have to make up your own mind on this. However, I think it is a very important decision for you.’ “Finally, after sitting with it for a week, the boy turned in the same paper, making no changes at all.
He stated, “You can keep the F and I’ll keep my dream.”
Monty then turned to the assembled group and said, “I tell you this story because you are sitting in my 4,000-square-foot house in the middle of my 200-acre horse ranch. I still have that school paper framed over the fireplace.”
He added, “The best part of the story is that two summers ago that same schoolteacher brought 30 kids to camp out on my ranch for a week.” When the teacher was leaving, he said, “Look, Monty, I can tell you this now. When I was your teacher, I was something of a dream stealer. During those years I stole a lot of kids’ dreams. Fortunately you had enough gumption not to give up on yours.”
