UK: Crime falls to lowest level since survey began in 1981
Crime in England and Wales has fallen by a further 9 per cent over the past year, official survey results published on Thursday reveal. Official statisticians say this latest substantial fall brings the crime rate down to its lowest level since the survey began in 1981 and to less than half the peak level it reached in 1995. Home Office figures also published on Thursday reveal there are 14,186 fewer police officers than when the coalition government came to power in March 2010.

World stocks hit record highs on Thursday

Canada: TSX hits six-week high as Fed reassures markets

Om Namo Namah: Narendra Modi dominates BJP's 2014 mission plan

The BJP's 2014 rath has been unveiled. It has Narendra Modi written all over but it comes with Advani, Joshi, and Naidu riders.
The mission has been outlined too: make war on the UPA, expose its misdeeds, and rip the covers off bad governance.
Unveiled to the nation on Friday, the composition and agenda of the Bharatiya Janata Party's election campaign team bears the clear imprint of saffron commander-in-chief Narendra Modi, but he has had to accommodate party veterans L.K. Advani, Murli Manohar Joshi and M. Venkaiah Naidu in significant decision-making roles.
The 12-member committee of which Modi was appointed chairperson in Goa last month will also have other senior leaders including Naidu, Nitin Gadkari, besides chief ministers Shivraj Singh Chouhan (Madhya Pradesh), Raman Singh (Chhattisgarh) and Manohar Parrikar (Goa).
Kumar also revealed the core of what the BJP's campaign would be. "We will make a chargesheet against the UPA and the Congress on their misdeeds," the BJP spokesperson said, adding: "We will organise 100 rallies from August across the country. Our campaign will be 1 booth, 10 youth."
The Modi-led committee will be assisted by 20 sub-committees which will concentrate on various aspects of electioneering, including rallies, publicity, manifesto, reaching out to the youth through social media, courting first time voters, crowd sourcing, and preparing a vision document of its programmes and a chargesheet against UPA rule.
"All the sub-committees will be steered under the leadership of Narendra Modi... The party has given Modi the responsibility of 2014 elections... Under his leadership the whole campaign will move forward.
The committee will work under the guidance of president Rajnath Singh and veteran leaders A.B. Vajpayee and L.K. Advani," Kumar said on Friday evening.
Opposition
Modi's dominance did not go uncontested, however, the meeting of the BJP's highest decision making body, the parliamentary board, had remained more or less inconclusive on Thursday.
Party sources revealed that a number of senior leaders such as Sushma Swaraj voiced their opposition to a number of names on the list who they consider Modi nominees. Also, Dr Murli Manohar Joshi is said to have communicated his reluctance on reporting directly to Modi.
As a result, the final announcement made by the party states that "the committees will work under the guidance of Shri Atal Behari Vajpayee, Shri Lal Krishna Advani and Shri Rajnath Singh and under the leadership of Shri Narendra Modi", thereby placing a check in the form of Advani and Singh on Modi's authority.
Dr Joshi has been made the chairman of the manifesto committee which means that the party veteran has secured an importance concession as Nitin Gadkari was originally tipped for the post.
Senior leaders Yashwant Sinha and Jaswant Singh, who are known to be lukewarm towards Modi and close to Advani, have been accommodated in the manifesto committee.
Nowhere is the balancing act more evident than in the publicity committee. It will be headed by the two leaders of the Opposition, Sushma Swaraj and Arun Jaitley, but Modi and Rajnath have placed their close aides Amit Shah and Sudhanshu Trivedi, in the committee as members.
Shah has emerged as a critical player in the campaign team, which is only to be expected, given Modi's leadership of the campaign committee.
Already the general secretary in-charge of the all important state of Uttar Pradesh, Shah has been made member of two crucial committees: the publicity committee and the committee to attract first-time voters.

Bankrupt Detroit: From motown to ghost town

As Motor City files for bankruptcy on a scale never seen before, the future fills its residents with fear.
Even by the desolate standards of Detroit's inner city wastelands, the maze of potholed streets around the Obedient Missionary Baptist Church are a desperate sight.
This is Ground Zero in the collapse of a city that has just declared the largest municipal bankruptcy in history, buried beneath up to $20 billion (pounds 13 billion) in debts and liabilities.
Detroit was the cradle of the automobile industry in the early decades of the last century and the "arsenal of democracy" during the Second World War when the production lines churned out planes and tanks instead of cars.
It put the world on wheels and even found time to give birth to the Motown music phenomenon. But the wheels have been coming off Motor City for decades and Thursday's declaration of bankruptcy only confirmed what has long been glaringly obvious to any visitor, certainly any resident.
Murders are at a 40-year high and nearly 80,000 abandoned buildings blight the landscape. Michigan's governor, Rick Snyder, has admitted that the city cannot even provide the most basic services to its 700,000 residents, a figure that has shrunk from nearly two million in the 1950s.
That is only too clear at the junction of West Chicago and Livernois avenues; a railway crossing where trains have long since stopped running. When it gets dark each night, it really gets dark: only the occasional street light works.
Discarded furniture is strewn outside boarded up homes; empty lots are turning back to prairie, overgrown by wild grass, inhabited now by feral cats and rabbits.
The district earned the unenviable distinction this year of being named the most dangerous in America, according to FBI statistics. There are 150 violent crimes committed here for every 1,000 residents, meaning there is a one in seven chance of being a victim.
But locals note wearily that they would be better off calling a hearse than an ambulance or police car. Across Detroit, the average police response time to a call-out is 58 minutes, while just one-third of its ambulance service is in use.
"It's a good day around here if the cops respond in 58 minutes," said Joyce Copley, 65, a lifelong resident. "More like an hour and 58 minutes. "We're at breaking point here. We don't even have the most basic services. Will bankruptcy help us? I don't know, but I'm not sure it can get much worse." It was this plight that Kevyn Orr addressed as he stood alongside Mr Snyder yesterday (Friday).
Mr Orr, 54, a Washington lawyer who steered Chrysler through bankruptcy in 2009, is the emergency manager appointed by the governor who on Thursday declared the city officially bust. He is seeking refuge from the city's creditors - most notably union pension funds - so that he could focus on the "health, safety and welfare" of Detroit's citizens.
"Does anybody think its OK to have 40-year-old trees growing through the roof of dilapidated houses?" he asked. "Does anyone think our children should walk home from the school in the dark of night in October?"
The city is a case study in municipal failure, industrial decay, corruption and incompetence. The economic meltdown and housing crisis of 2008 dispatched Detroit into the abyss.
Thousands more homes were abandoned; businesses closed their doors for good. The city was not raising the money to keep even the most basic services going. "This has been a long period of decline," Mr Snyder said yesterday.
"It's time to do something about it. The 700,000 people in Detroit deserve a better answer." Mr Orr calculated that at least $9?billion of Detroit's liabilities are underfunded pensions and unfunded health costs for retirees. It is money, he said, that the city simply does not have.
His decision has infuriated unions and will mean that former city workers, many of them already struggling to get by, will face drastic cuts to pensions and health care.

IIT-Kharagpur alumni demands immediate appointment of PP Chakraborty as director

NEW DELHI: In an unprecedented move, head of IIT-Kharagpur alumni association Arjun Malhotra went public on Friday with the demand of immediate appointment of PP Chakraborty as the director of the institute.
His claim that Chakraborty has been cleared of any wrongdoing by the IIT-Kharagpur board of governors flies in the face of facts.
Of course, the most dubious role has been played by the HRD ministry that, at one point, raised the issue of Chakraborty not having got the vigilance clearance.
Chakraborty was among the three persons named by the CBI in the Coalnet scam. Even CAG had pointed out wrongdoing.
Last September when Chakraborty's name was nearly finalized as IIT-Kharagpur director, the HRD ministry's vigilance department said their view was not sought and pointed out his involvement in the Coalnet scam.
However, IIT-Kharagpur said its board of governors had quashed the CBI report against Chakraborty and others.
What IIT-Kharagpur did not reveal is that the HRD ministry had found fault with such quashing by the board of governors.
HRD wrote to IIT-Kharagpur director that "if the disciplinary authority does not agree with the recommendations of the CBI with regard to the proposed action, it should record detailed reasons for the same and make a self-contained reference to the CVC recommending closure of the case".
It also made it clear that "decision of the CVC would prevail". The HRD ministry also went on to say that prima-facie, there is a case.
As for the quashing of the CBI report, the ministry said, "Quashing of an action which has neither been taken nor has been proposed the disciplinary authority to CVC for first stage advice, does not arise in the first place."
In March 2013, CVC wrote to the IIT-Kharagpur registrar that the Coalnet project has been examined.
CVC said, "In agreement with the recommendations of the CBI, the commission advises initiation of major penalty against AK Bhowmick, RN Banerjee and initiation of minor penalty proceedings against PP Chakraborty."
CBI had said IIT-Kharagpur took work order from Coal India Limited (CIL) and outsourced the work which was against the contract.
In March, IIT-Kharagpur issued chargesheet against Chakraborty stating that he, after succeeding Bhowmick as the dean of Sponsored Research and Industrial Consultancy (SRIC) centre, misrepresented facts that the work had not been outsourced.
He also allegedly defended his position by producing a backdated letter which did not find mention in any of his previous letters.
Chakraborty, in his defence, said when he took over as the head of SRIC, the Coalnet project was in the mature stage.
He explained that the outsourced company TCG was taken only for manpower services to work under the control of the IIT team.
He also denied and provided a sequence of events about the allegation of writing a backdated letter. Eventually, HRD ministry said "defence of Chakraborty can be accepted".
But the larger question is why did the ministry, instead of asking IIT-Kharagpur to start the selection process afresh, waited to give a clean chit to Chakraborty.

Sports ministry seeks Bharat Ratna for Dhyan Chand

BANGALORE: The Union sports ministry has chosen hockey wizard Dhyan Chand over Sachin Tendulkar as its nominee for the Bharat Ratna.
In a meeting on Wednesday, names of both superstars were discussed before Dhyan Chand, who sparked India's unmatched gold rush at the Olympics, emerged as the ministry's choice.
The ministry had weighed representations from supporters of both the greats but decided on the hockey legend, rationalising that an active sportsperson always stood a chance of earning the country's highest honour in the future.
Sports minister Jitendra Singh was also suitably impressed by a delegation led by Dhyan Chand's son Ashok Kumar, which met him on July 12 and argued in his favour.
Former Indian cricket captain Bishan Singh Bedi was part of the delegation.
"The minister said he supported our views and said he would personally hand over the letter recommending my father's name for the Bharat Ratna to the Prime Minister," Ashok Kumar told TOI.
Dhyan Chand, who passed away in 1979, won three gold medals at the Olympics - in 1928 ( Amsterdam), 1932 ( Los Angeles) and 1936 ( Berlin).
More than these medals, he is known as a man who singularly popularised the game and contributed to the country's aura as masters of the game during the pre-independence era.
Sources told TOI that Jitendra has batted for Dhyan Chand in his letter to PM Manmohan Singh.
"The recommendation, which will be studied with scores of others, will need the seal of approval from the PM and President Pranab Mukherjee for Dhyan Chand to get the award posthumously," sources added.
"I am happy that his name has been recommended.
Dhyan Chandji was always a simple man who toiled hard for hockey, never expecting any rewards in return.
The Bharat Ratna would be a big honour for him as well as the game," Ashok Kumar said.
In December 2011, the government had ignored a collective plea of 82 MPs who had backed Dhyan Chand for the award.
In January 2012, the ministry had forwarded the names of Dhyan Chand, shooter Abhinav Bindra and mountaineer Tenzing Norgay for the award. Incidentally, Tendulkar's name was missing as BCCI had not recommended his name.

" INSPIRING STORY "
The pretty one, very inspiring
It had been a very long night. Our black cocker spaniel ‘Precious’ was having a difficult delivery. I lay on the floor beside her large four-foot square cage, watching her every movement. Watching and waiting, just in case I had to rush her to the veterinarian.
After six hours the puppies started to appear. The first-born was black and white. The second and third puppies were tan and brown in color. The fourth and fifth were also spotted black and white. “One, two, three, four, five,” I counted to myself as I walked down the hallway to wake my wife, Judy, and tell her that everything was fine.
As we walked back down the hallway and into the spare bedroom, I noticed a sixth puppy had been born and was now laying all by itself over to the side of the cage. I picked up the small puppy and laid it on top of the large pile of puppies, who were whining and trying to nurse on the mother. Precious immediately pushed the small puppy away from rest of the group. She refused to recognize it as a member of her family.
“Something’s wrong,” said Judy.
I reached over and picked up the puppy. My heart sank inside my chest when I saw the little puppy had a cleft lip and palate and could not close its little mouth. I decided right there and then that if there was any way to save this animal I was going to give it my best shot.
I took the puppy to the vet and was told nothing could be done unless we were willing to spend about a thousand dollars to try and correct the defect. He told us that the puppy would die mainly because it could not suckle. After returning home, Judy and I decided that we could not afford to spend that kind of money without getting some type of assurance from the vet that the puppy had a chance to live. However, that did not stop me from purchasing a syringe and feeding the puppy by hand. Which I did every day and night, every two hours, for more than ten days. The little puppy survived and learned to eat on his own as long as it was soft canned food.
The fifth week I placed an ad in the newspaper, and within a week we had people interested in all of the pups, except the one with the deformity. Late one afternoon I went to the store to pick up a few groceries. Upon returning I happened to see the old retired schoolteacher, who lived across the street from us, waving at me. She had read in the paper that we had puppies and was wondering if she might get one from us for her grandson and his family. I told her all the puppies had found homes, but I would keep my eyes open for anyone else who might have an available cocker spaniel. I also mentioned that if someone should change their mind, I would let her know. Within days, all but one of the puppies had been picked up by their new families. This left me with one brown and tan cocker as well as the smaller puppy with the cleft lip and palate.
Two days passed without me hearing anything from the gentleman who had been promised the tan and brown pup. I telephoned the schoolteacher and told her I had one puppy left and that she was welcome to come and look at it. She advised me that she was going to pick up her grandson and would come over at about eight o’clock that evening.
That night at around seven-thirty, Judy and I were eating supper when we heard a knock on the front door. When I opened the door, the man who had wanted the tan and brown pup was standing there. We walked inside, took care of the adoption details and I handed him the puppy. Judy and I did not know what we would do or say when the teacher showed up with her grandson. At exactly eight o’clock the doorbell rang. I opened the door, and there was the schoolteacher with her grandson standing behind her. I explained to her the man had come for the puppy after all, and there were no puppies left. “I’m sorry, Jeffery. They found homes for all the puppies,” she told her grandson.
