'There's absolutely no precedent for any of this,' said Sean Moore, CEO of Windsor-based Unconquered Sun Solar Technologies, after his company unveiled the new vehicle in Tecumseh.

Hubble Telescope helps solve galaxy-evolution mystery

New observations from NASA's Hubble Space Telescope have helped astronomers crack a longstanding puzzle about galaxy evolution. For years, scientists have wondered why galaxies that have ceased forming new stars -- so-called 'quenched galaxies' -- were smaller long ago than they are today. 'We found that a large number of the bigger galaxies instead switch off at later times, joining their smaller quenched siblings and giving the mistaken impression of individual galaxy growth over time,' co-author Simon Lilly, of the Swiss Federal Institute of Technology in Zurich, said in a statement. 

US consumer spending up 0.5 per cent in June

Consumers increased their spending in June at the fastest pace in four months even though their income growth slowed. Consumer spending is closely watched because it drives roughly 70 per cent of economic activity. Consumer spending has held up better than analysts had expected so far this year. Economists say that steady job growth and rising home prices are helping to make Americans feel more comfortable about the future.

Durga Nagpal's suspension: Political leaders slam Akhilesh over Bhati's remarks


 

 

 

 

 

New Delhi: A claim made by Samajwadi Party leader Narendra Bhati on the suspension of IAS officer Durga Shakti Nagpal has embarrassed Akhilesh Yadav-led Uttar Pradesh government.



The SP leader was caught boasting on camera that he spoke to the Chief Minister and had Nagpal suspended within 40 minutes.


Bhati's claim contradicted Yadav's justification that Nagpal was suspended for ordering the demolition of a wall of an under-construction mosque at Qadalpur. In the last 48 hours, several SP leaders have supported the suspension, but Bhati's words show that the party has tied itself in knots.


While SP tried to play down the incident, political parties including the Congress, BJP and BSP slammed the ruling party over its double speak. "Politicians do say all these things because of the sentiments of their voters.


They should not be taken seriously," said SP leader Naresh Agarwal. However, his words were not enough to defuse the tension over the issue.


"Durga Nagpal's suspension is an act of revenge by Narendra Bhati for her action against land and sand mafia in the state. He put pressure on the government to suspend her," said BSP leader Swamy Prasad Maurya.


What compounds to Akhilesh's worries is the fact that Bhati has sand mining interests and is believed to be close to Mulayam Singh Yadav.


The Congress also openly the targeted the SP government for working under preassure from the sand mafia. "It is now clear how sand mafia is active in UP and MP.

The entire political system is under the clutches of it be in MP or UP," said Digvijaya Singh.


What's further embarrasing for the young UP CM is that the confession from his own party man actually vindicates the stand of the IAS officers association that Durga Nagpal's suspension was taken in a haste.

Trai chief Rahul Khullar bats in favours of 3G roaming pacts

 


NEW DELHI: India's telecom regulator on Friday backed the controversial 3G intra-circle roaming (ICR) pacts, distancing itself from the telecom department's stand and offering unexpected support for the battered telecom operators.

Speaking at an industry conference, Rahul Khullar, chairman of the Telecom Regulatory Authority of India (Trai), also batted for lower reserve prices for scarce bandwidth during auctions and slammed the hefty fines levied on the operators for any lapse.

"If you simply do not have enough 3G spectrum to give everybody throughout the country, then can we actually carry on with this regime, where you will not make more spectrum available and yet proscribe ICR?" Khullar said.

"This is a Catch-22 situation. How is it (closing down ICR) a solution?" he asked. The companies and the Department of Telecom declined comment on Khullar's remarks.

After the 3G auctions in 2010, Bharti Airtel, Idea Cellular and Vodafone India inked 3G roaming pacts that allowed them to offer 3G services across India despite having licences only in 13, 11 and 9 service areas, respectively.

DoT labelled these agreements illegal under licence rules, asked the companies to shut down 3G services in areas where each did not have required permits, and levied hefty fines. The telecom companies have since appealed against the DoT orders, and the matters are currently being heard in the Supreme Court and the Telecom Disputes Settlement & Appellate Tribunal.

Khullar also called for bandwidth pricing to be "balanced" going forward, saying that most companies are already facing "financial duress" and huge debt. He added that telecom operators are in desperate need of cash, which isn't around the corner despite the government allowing 100% foreign direct ownership in the sector, mainly due regulatory uncertainties.

"The entire paradigm on spectrum pricing has to be revisited," Khullar said, adding that spectrum should neither be priced "for a song" nor at astronomical rates. Trai's views give an insight into what can be expected from fresh recommendations on spectrum pricing that Trai is expected to come out with in a fortnight.

The government had sought Trai's views after recent spectrum auctions failed to generate much interest from operators, who cited high base prices. Khullar has previously termed as impractical the telecom department's moves to introduce one-nation one-roaming, where consumers from one circle can use the same number in another circle and not pay additional charges for roaming. India has 22 telecom zones.

The regulator has for long been seeking more powers but the government, which is the licensor, has not been keen. However, one of the many demands of the regulator may be met soon as Communications Minister Kapil Sibal on Friday said at the same conference that the government was thinking of giving penalising powers to Trai.

In yet another comment that echoed industry's demands, Khullar said spectrum trading "was being treated as a holy cow". He argued that since a company has to buy spectrum independent of licence, it can buy airwaves from another company as well, but admitted the market was not mature to begin sharing of spectrum.

Need control on alcohol, diet to curb cancer: Doctors




 

 

 

Two-thirds of the cancer cases in India can be prevented either by making effective policies or better implementation of the existing ones, say experts. What's more, a grip on alcohol consumption and obesity can help prevent a large percentage of cancer.

According to the World Economic Forum, cancer is among one of the three greatest risks to the global economy. This may be due to escalating cost of care, the threat to productivity from death and disability, and the effects of costs on household impoverishment. But this year's theme of World Cancer Day: "Dispel damaging myths and misconceptions about cancer" can help change the situation, say experts.

Last year, representatives from 117 countries converged at the United Nations to address the prevention and control of cancer and non-communicable diseases and declared four key strategies: control tobacco, unsafe use of alcohol, obesity and encourage better nutrition. While improving the nutritional status of a 100-crore population nation is an uphill task, control on tobacco, areca nut, alcohol and junk food is well within the reach of policymakers, say experts. "There is awareness about the cancer-causing properties of tobacco, but most people are still unaware of the harmful effects of alcohol, areca nut and obesity," said Dr Pankaj Chaturvedi, oncosurgeon at Tata Memorial Hospital.

"Alcohol is causally related to cancers of the mouth, oropharynx, liver, oesophagus and breast. The risk becomes much higher when tobacco is consumed along with alcohol," he said.

Another cause of worry for oncologists is obesity. A study, using National Cancer Institute surveillance, Epidemiology and End Results (SEER) data, estimated that in 2007 in the US, about 34,000 new cases of cancer in men (4%) and 50,500 in women (7%) were due to obesity. This analysis also found that if every adult reduced their Body Mass Index by 1%, which would be equivalent to a weight loss of roughly 1kg for an adult of average weight, this would actually result in the avoidance of about one lakh new cases.

Head of Tata Memorial Hospital, Dr Rajan Badwe said an unhealthy diet is one of the major contributors in cancer among the obese. "Adolescent obesity is known to produce diabetes, hypertension and cancers like those of breast, ovary and uterus among women and stomach, kidney and colon among men in the later years," Dr Badwe said.Worrying numbers

Education department backs higher secondary circular

 

 

 

 

 

THIRUVANANTHAPURAM: The general education department has backed the guidelines issued by higher secondary director Keshavendra Kumar for appointment of teachers in aided management schools, with minor changes.

It is reliably learnt that there would be three minor changes in the circular, which has been ratified by the department and will be forwarded to the minister.

 

The clause which insists that the vacancies need to be re-notified if the number of applicants for a particular subject are less than three, will be relaxed in the case of nine rare subjects.

"It was also discussed by the director in his talks with management representatives during the recent meeting regarding the circular," sources said.

In addition, the department has recommended that the clause that says that the vacancy has to be published in two leading newspapers and the notice boards of village, block and district panchayat offices needs modification.

"The private managements have nothing to do with the panchayat offices. If the clause that demands that the matter needs to be published in the panchayat notice boards is insisted on, the panchayats will have a say over the managements which will be unacceptable. So publishing on panchayat notice boards will become optional," sources said.

But the specification in the same clause that requires the managements to publish the matter in two leading dailies that has circulation in all the districts will stay. "Earlier circular said that the matter has to be widely publicised which is merely a decipherable clause.

 

The current clause gives a proper directive which avoids room for any kind of interpretation at the convenience of managements," sources said.

The third change that is learnt to be made in the circular by the department is regarding the clause that the management needs to inform the selected candidate through SMS and e-mail.

 

"In fact such a system is not in practice even in the public service commission. Though the idea is welcome, it cannot be imposed," sources added.

It is learnt that general education secretary K Ellangoven will submit the views of the department to education minister PK Abdu Rabb once he is back in the capital on Monday.

Bungling cricket board, angry members

 

 


 

 

 

KOLKATA: The pressure group within the BCCI may have finally succeeded in building up enough steam to prevent N Srinivasan's return to the president's chair on Tuesday, but the grounds on which the working committee (WC) meeting was cancelled smacks of gross incompetence on the part of the interim office-bearers who currently rule the roost in the world's richest cricket body.

According to BCCI regulations, a WC meeting can be called by giving at least 14 days' notice to the members. An emergency WC meeting can be summoned at three days' notice.

Even though Jagmohan Dalmiya, the caretaker administrator of the BCCI, had announced on July 28 that the next WC will meet in New Delhi on August 2, immediately after the IPL Governing Council meeting, the notice that went out to the members and state associations subsequently didn't mention the word 'emergency', nor did it list any specific agenda.

Though Tuesday's WC meeting was rendered redundant of sorts following the governing council's unanimous decision to move a Special Leave Petition (SLP) in the Supreme Court against the Bombay high court's observation on the two-member probe panel that was deemed to have been set up by the BCCI in violation of its own constitution, the same had to be cancelled because it did not meet the board's norms.

The basic error on the part of the interim office-bearers only highlighted their lack of administrative acumen and angered WC members who had turned up for what was expected to be a high-voltage meeting. In order to pacify agitated members, the governing council had to brief them informally about their decision to move the Supreme Court.

There is, of course, another theory that the calling of meeting was deliberately bungled in order to stall Srinivasan's return to the hot seat. While such a possibility cannot be ruled out, the fact remains that the same set of administrators had bungled in a similar fashion in the run up to the WC meeting in Kolkata on July 28 by also summoning a meeting of the IPL governing council at just 24 hours' notice.

The hastily called GC meeting too had no agenda and two members - Jharkhand State Cricket Association's Amitabh Choudhary and former India captain Ravi Shastri - could not make it. They didn't miss much as the same was also cancelled quietly, leaving the representatives of Andhra Cricket Association (Ganga Raju) and Haryana (Anirudh Chaudhry) frustrated.

For the record, senior member of the GC and BCCI vice-president Arun Jaitley had briefed the WC members about the contents of the report submitted by the two-member probe panel on betting and spot-fixing in IPL 6.

Interestingly, Dalmiya, was 'assisted' at this meeting by his son Avishek, a move that surprised many in his home association, especially as the two joint secretaries of the CAB and as well as an assistant secretary and the treasurer were available at the venue.

The interim office-bearers' latest blunder is likely to cost the BCCI quite a sum in airfares and TA/DA for 24 representatives as well as other support staff. It may be peanuts for a cash-rich BCCI, which is certainly the envy of other sports bodies in the country.

HOW THE DRAMA UNFOLDED

- IPL governing council (GC) meeting begins, half-an-hour late, with Rajeev Shukla in the chair.

- Interim secretary Sanjay Patel and interim treasurer Ravi Savant are formally inducted into the GC in place of Sanjay Jagdale and Ajay Shirke, respectively.

- N Srinivasan recuses himself as the matter concerns his son-in-law Gurunath Meiyappa, and leaves the room.

- Senior member and BCCI vice-president Arun Jaitley briefs the members about the Bombay High Court's observations on the legality of the probe panel set up by the board.

- Jaitley lays the legal options before the members, including moving an SLP in the Supreme Court over HC's verdict.

- Governing Council members agree unanimously, following which Srinivasan, Dalmiya and other working committee (WC) members are invited into the house and briefed about the decision to move SC.

- Everyone concurs. Srinivasan agrees to keep himself away from the day-to-day functioning of the BCCI, leaving Dalmiya in charge.

- WC meeting is cancelled on a technicality as proper notice was not given to the members and no agenda was set.

- Srinivasan's hopes of chairing the WC comes crashing down.

Synopsis:

The filming began at Mehboob Studio in Mumbai on 5th October 2012 . The lead actor was dressed in black casuals and the actress in a South Indian attire, wearing Kanjeevaram saree. Filming was done at Chhatrapati Shivaji Terminus railway station with minimum crew members. These working stills of the lead actor were unofficially released in mid-October 2012. In November 2012, the cast and crew was off to Goa for the first filming schedule. The railway station of Vasco da Gama was used as a double up, portraying Kalyan. A romantic scene on board a train passing next to Dudhsagar Falls was also shot. In December 2012, the team was off to Jakarta for some scenes. By early January 2013, the next schedule was supposed to happen in Ooty but Khan opined that the opted place would be too far from commercial venue, Mumbai. Hence, recreation of the lanes of Ooty along with some of its tourist spots, was constructed as a set on the outskirts of Panchgani in Wai by art director Narendra Ruharikar. It took over 40 days to make the set at an estimated cost of INR1.5 crore (US$260,000). The Wai schedule of filming ran for entire month of March 2013. A 10-day shooting schedule began in Munnar, Kerala from mid of April 2013, scenes were canned at Devikulam Lake, Meesapulimala, Wagavara and Kannimala. The shoot had to be stopped for a few days due to the heavy rainfall and the schedule was slightly extended until end of the same month. A press conference was also held in the town Munnar. In May 2013, certain scenes were canned in North Goa The lead actress wrapped up all her portions of shoot on 25th May 2013. Khan flew to Hyderabad by end of May 2013 for remaining filming.

  A story for Passover


A good Passover story should always involve cakes. Austrian baker Manfred Klaschka is the subject of this year’s story. He was in the news because of his most recent catalogue of cake designs; Klaschka is a pastry specialist. Of course, Austrian pastries are famous the world over.

Now, pastry baker Manfred Klaschka’s most recent catalogue of such tasty delights was in the news this week because it included cakes decorated with swastikas – as well as one with a baby raising its right arm in a Nazi salute.  Herr Klaschka insists he is not a Nazi.

 

After the news story broke, he even met with a Holocaust awareness group, and apologized for what he had done, and he then baked a cake to say he was sorry – a cake with Jewish and Christian symbols. The point of the story – the bit I found interesting – is Herr Klaschka’s explanation for what he did.


 

"I see it was a mistake, anyone who knows me knows what kind of person I am. I am no Nazi", said Klaschka, who had earlier said he was just a pastry maker fulfilling his customers’ wishes. Fulfilling his customers’ wishes?

 

There is a market in Austria in 2011 for cakes with babies raising their arms in Nazi salutes, cakes with swastikas on them? There are parties where people serve such cakes? Maybe birthday parties for babies?


f course there are such people, and there are such parties, and because of that, there is a market – there is consumer demand – for swastika cakes.

 

Which is why Herr Klaschka was happy to bake them. And not only in Austria.
You may remember the case of the Campbell family from New Jersey.


When Kurt Waldheim was exposed as a war criminal his popularity rose. The neo-Nazi Freedom Party headed by the late Jorg Haider, won 27% of the vote in the 2000 elections and became part of the coalition government – the first time since 1945 that Nazis had sat in a European government.


But this never happened in New Jersey – which is why I want to talk about the Campbell family.

The Campbell family in New Jersey made the news back in 2008 when they tried to get a birthday cake made for their son — they have a son and two daughters — at the local Shop Rite in Holland Township.

The store refused their request. And the reason was that Mr. Campbell wanted the cake to read "Happy birthday Adolf Hitler". Because, you see, his son’s name was Adolf Hitler Campell. One of the daughters is named is named JoyceLynn Aryan Nation Campbell.

 

Well, you get the point.


When I read about the Austrian baker Manfred Klaschka, I thought – here was a marketing opportunity for him.

 

He would have happily baked a cake for the Campbell family. So what does all this have to do with Passover?

This week, when we are forbidden to eat Sachertore or Linzer tort or even the delightfully named Punschkrapfen, we might want to pause and think about something we say every year at the Passover seder: 'In every generation it is the duty of man to consider himself as if he had come forth from Egypt'.

 

Because in this generation, as in all others, there are those who order custom-made swastika cakes.

 

There are those who name their children after Adolf Hitler. And there are others who fire anti-tank missiles at school busses with Jewish children in them.

 

Because there are those who are building nuclear weapons, having told the world that their intention is to wipe the Jewish state off the face of the earth.


Because people like that make Pharaoh look like a nice guy.

Because getting out of the house of bondage, out of slavery in Egypt, was not the end of the story for the Jewish people, but was the beginning.


It is a story of a never-ending struggle for freedom, for dignity, for respect, for human rights, that has universal resonance and meaning — for all people, everywhere, always.
