At start of visit to China, UN chief highlights partnership for peace, stability
Meeting with Chinese leaders in Beijing on 19 June, Secretary-General Ban Ki-moon discussed a range topics central to the agenda of the United Nations regarding peace and security, human rights and development, as well as the situation in Syria and the Korean peninsula. In talks with President Xi Jinping, Mr Ban commended China for its commitment to multilateralism, its strong support to the United Nations and the country's expanding role and contribution to the organization's work, including its engagement in addressing climate challenges.

US: Solar chargers for mobile phones debut in New York City
New York City unveiled the first of 25 free solar charging stations for mobile phones on Tuesday, installed in response to Superstorm Sandy, which wiped out power and forced residents to walk miles to charge their phones. The Street Charge stations are New York Mayor Michael Bloomberg's latest answer to flaws in infrastructure and operations exposed by the historic storm. Located throughout the city's five boroughs, the charging stations are part of a public-private partnership with AT&T, according to a news release. Powered by solar panels, they will work day or night, in sun or shade, the statement said.

Scottish crime at lowest levels since 1974
Crime has fallen to a 39-year low, with homicide, violence, and possession of an offensive weapon all down sharply in Scotland. Homicides were down by a quarter, attempted murder and serious assault fell 22 per cent, and robbery was down 18 per cent. The recession has not led to the rise in thefts that many people predicted. Police have also been more successful at investigating crimes, with 51 per cent 'cleared up' -- where there is enough evidence to decide whether to bring a prosecution -- compared with 49 per cent in each of the previous three years.

Afghanistan: Taliban offer to free US soldier as part of peace negiotions - AP exclusive
The Afghan Taliban are ready to free a US soldier held captive since 2009 in exchange for five of their senior operatives imprisoned at Guantanamo Bay as a conciliatory gesture, a senior spokesman for the group said Thursday. The offer to exchange US Army Sergeant Bowe Bergdahl for the Afghan detainees came as an Afghan government spokesman said President Hamid Karzai is now willing to join planned peace talks with the Taliban -- provided that the Taliban flag and nameplate are removed from the militant group's newly opened political office in Doha, the capital of the Gulf state of Qatar. Karzai also wants a formal letter from the United States supporting the Afghan government. On Thursday, the 'Islamic Emirate' nameplate had been removed from the Taliban office.

Uttarakhand floods: BJP chief asks party workers to donate funds

New Delhi: The Bharatiya Janata Party on Friday expressed concern over the devastation caused by the floods in Uttarakhand with party president Rajnath Singh asking workers to donate funds for relief.
After returning from a tour of the affected areas, Singh called for relief work on a large scale.
"He has appealed to the BJP workers and the people, especially the traders and trade organizations, to come forward at this moment of national calamity and cooperate in providing relief," the BJP said in a statement. Funds for relief are being collected by the BJP as the "BJP Disaster Relief Fund".
Gujarat Chief Minister Narendra Modi tweeted that he is going to Uttarakhand on Friday. Sources said he will spend the night in Dehradun and do an aerial survey on Saturday.
BJP leader M Venkaiah Naidu donated Rs 50 lakh from his MPLAD Fund for the flood victims and their families.
Several pilgrims from Andhra Pradesh are stranded in parts of Uttarakhand. Naidu demanded that this "unprecedented nature's fury be declared a national calamity".
He spoke to Home Minister Sushilkumar Shinde to impress upon him the need to extend all possible assistance, including logistical support in terms of additional choppers and other such instruments to rescue those stranded.
BJP spokesperson Prakash Javadekar referred to a proposed foreign trip by Uttarkhand Chief Minister Vijay Bahuguna and said it is good that he has cancelled it.

Parekh warns against turning realty loans into home loans
MUMBAI: HDFC chairman Deepak Parekh has raised concerns over lenders structuring commercial real estate loans as home loans and sought to draw the attention of regulators to unhealthy business practices.
The warnings from the veteran of home loan industry comes at a time when the Reserve Bank of India relaxed risk weightage on loans to commercial real estate for housing.
"Construction finance should not, through any innovative structuring, be available to developers at the rate of interest being offered on individual home loans," said Parekh in his statement in the corporation's annual report.
"Borrowers must not be blinkered into believing that there are no risks when developers offer to pay interest on a borrower's loan for a specified period.
Borrowers have to be cautious because in the event of a developer delaying payment, the credit bureau reports will reflect this in the borrower's records, thereby impacting his or her credit worthiness," he added.
Parekh, who had earlier warned of a housing price bubble, once again said that home prices are inflated.
"At the cost of perhaps now sounding like a broken record, I continue to hold the stance that increasing supply is the only way home prices can come down in India. Even in Tier II and Tier III cities, home prices are inflated," he said.
For a lender, home loans are a better credit option than construction loans. This is partly because RBI encourages home loans through lower capital requirement.
"As a basic tenet, construction finance entails higher risks and therefore such risks have to be built into the pricing. Further, complete up-fronting of construction finance to developers, even before the ground is broken, is dangerous," said Parekh.
According to Parekh, regulators need to be vigilant and have their ear to the ground. "Red flags must be raised if schemes or products are detrimental to the system as a whole.
Unhealthy business practices can infiltrate into the system due to the herd mentality instinct and business compulsions. However, such breeding grounds must be nipped in the bud," he said.

IIM, IIT study helps doctors manage time efficiently
AHMEDABAD: The ever increasing load of patient care is putting severe constraints on doctors' time for teaching and research. Professors from the Indian Institute of Management, Ahmedabad (IIM-A) and the Indian Institute of Technology Bombay (IIT-B) have carried out a study to help doctors in a teaching hospital manage their time better.
The study - Planning the Activities of Doctors in a Teaching Hospital by IIM-A professors Debjit Roy and K V Ramani, and IIT-B professor Sahil Narang has drawn out alternate timetables for doctors to help them perform a variety of teaching, research, seminar, and in-patient care activities in addition to managing outpatient volumes.
For the study, the team focused on the Christian Medical College Hospital in Vellore, where doctors' daily workload has grown primarily due to large patient volumes. The hospital handled a daily load of 5,000 outpatients, 2,000 inpatients, and 125 surgeries and large student intake per year - about 2,000 students in various health disciplines. Ineffective doctor activities plan often resulted in missed activities, long duration of stay for patients, more than 10 hospital hours per day for doctors, and low patient satisfaction levels.
The study proposes alternate plans for doctors' activities without compromising on their involvement in other activities and maintaining the same quality of patient service. "The period of stay of outpatients as well as doctors' hospital hours are reduced substantially, mutually benefiting both the hospital and the patients," said the study.
For example, the timetable suggests that if the patient load is up to 400 per day and the consultation time is between 15 and 20 minutes, then two full OPD days per week would be the best. Two full days OPD cycle is also preferable if the patient load increases to 500 per day. The problem arises only if the patient load is increased to 500 per day and the consultation time is also increased, then the four half-day OPD schedule would be best.
If the hospital follows four half days of OPD schedule, then, clearly the patients are able to get over with their OPD treatment in much less time than before, as in one week now, they can receive consultation four times rather than two times.

Athletics: Usain Bolt wins Jamaican 100 title to reach worlds
KINGSTON: Two-time Olympic reigning sprint double champion Usain Bolt won the 100-metre title at the Jamaican Athletics Championships on Friday night to qualify for August's World Championships.
Bolt, who broke free from the pack after 60 metres, shut it down as he crossed the line in 9.94 seconds, with rising star and training partner Kemar Bailey-Cole second in 9.98 and Nickel Ashmeade third in 9.99.
Ashmeade is the training partner of Tyson Gay, who ran 9.75 to win at the US Track and Field Championships earlier Friday.
Bolt, when asked about Gay's impressive run, said, "trials is always to make the team, because it's at the (world) championships it really matters. I had ran 9.63, 9.58, so I have set the (worlds qualifying) standard already.
"It was all about getting through it injury free and that's what I had done," Bolt said.
Gay and Bolt figure to have a showdown in the 100 at the World Championships in August at Moscow along with defending champion Yohan Blake of Jamaica.
Blake did not run in the Jamaican meet because of a right thigh injury, but as a reigning champion, Blake will still be eligible to run at the worlds despite not competing this week at the Jamaican trials.
Considering what elements of his race needed work, Bolt said, "a lot more things to work on, my start and my drive phase need some more work."
Asafa Powell, who has struggled all season with injuries, finished a disappointing seventh in 10.22.
In the women's 100m, Kerron Stewart won in 10.96 ahead of Sherone Simpson in 11.03 with Schillonie Calvert third in 11.07.
"It was a good time, because I had not dipped under 11 seconds all season, but I knew it was in me," Stewart said.
In the men's 400m hurdles, Leford Green won in 49.20 ahead of Annsert Whyte in 49.30 with Isa Phillips third in 49.59.
Francine Simpson won the women's long jump with a leap of 6.35m.
