Australia employment soars, market gives up on rate cut
Australian employment soared by 71,500 in February, far above any forecast and the biggest increase in over a decade, the most compelling sign yet that low rates and rising asset prices are fuelling an economic pick-up. The Australian dollar and bond yields jumped on the startlingly strong figures, which were seen as almost ruling out any cut in interest rates before the middle of the year. 'It's spectacular employment growth,' said Brian Redican, a senior economist at Macquarie.

Canada: Report on language and youth crime scrapped over lack of cases to study
The federal government had to scrap a planned study into the criminal activities of young francophones in English-speaking Canada -- and anglophone youths in Quebec -- when they couldn't find enough kids from those groups who broke the law, new documents show. The study was meant to help the department better understand whether belonging to a linguistic minority has anything to do with young offenders setting out on a path to a life of crime, according to a contract notice. 'It was simply the case that very few people met the study criteria, with some jurisdictions actually reporting zero minority-language offenders,' Justice Department spokesman Andrew Gowing said in an email.

Kosovo says close to deal with Serbia to improve ties
Kosovo said on Thursday it was close to reaching an accord with Serbia to improve relations, with the European Union's foreign policy chief visiting both capitals to press for a deal that would open the door to membership talks with Serbia. Aussie government bond yields shoot up on upbeat jobs data
Australian bond yields shot up to their highest in nearly a year on Thursday as startlingly strong jobs data led investors to see no chance of further rate cuts, giving more impetus to a market already pricing in a brighter global outlook. Yields on the three-year government cash bond surged 19 basis points to reach 3.16 per cent, the highest since April and the biggest daily increase in seven months.

Don’t interfere in our affairs, India warns Pakistan
Resolution adopted in Parliament in reply to Pakistan National Assembly’s motion that condemned hanging of Afzal Guru
India on Friday warned Pakistan not to interfere in its internal affairs and stop supporting terrorists. It reiterated in clear-cut terms that “the entire State of Jammu and Kashmir, including the territory under illegal occupation of Pakistan, is and shall always be an integral part of India.”
A resolution to this effect was unanimously adopted in both Houses of Parliament as a befitting reply to the motion of Pakistan’s National Assembly on Thursday that condemned the hanging of Parliament attack-case convict Afzal Guru and demanded his body be handed over to his family (the body was buried in the Tihar Jail on February 9 after the hanging).
The resolution, moved by Lok Speaker Meira Kumar and Rajya Sabha Chairman Hamid Ansari in their respective Houses, read: “This House totally rejects the Resolution passed by the National Assembly of Pakistan on March 14, 2013.
The House notes that Pakistan has committed that it would not allow its territory to be used for terrorism against India and only fulfilment of this commitment can be the basis for peaceful relations with Pakistan.
“The House rejects interference in the internal affairs of India and calls upon the National Assembly of Pakistan to desist from such acts of support for extremist and terrorist elements.
Any attempt from any quarter to interfere in the internal affairs of India will be met resolutely and with complete unity of our nation,” it said.
Earlier, Parliamentary Affairs Minister Kamal Nath told the Lok Sabha that the issue was related to the “nation’s sovereignty and integrity and all of us are deeply concerned” with Pakistan’s resolution.
In the National Assembly, Jamiat Ulema-e-Islam president Maulana Fazlur Rehman, who heads a special parliamentary panel on Kashmir, moved the resolution. It expressed “concern” at the situation created in Jammu and Kashmir by the execution (of Guru).
Earlier, speaking on the issue in the Lok Sabha, Yashwant Sinha (BJP) wanted a resolution to be passed in the House to give a befitting reply to Pakistan.
The Pakistan resolution was nothing but an attempt to provoke the people of Jammu and Kashmir, which was an integral part of India, he said.
Jaitley’s demand
In the Rajya Sabha, Leader of the Opposition Arun Jaitley asked the government to reconsider its engagements with Pakistan in the light of the latest resolution.
“Besides being interference in India’s internal affairs, it is an official statement which comes from the combined polity of Pakistan. So far, we had wondered who was really in control of the state, their army, their ISI, a civilian government or non-state actors. But with yesterday’s [Thursday] resolution, all these distinctions have been obliterated.”
It was an official stamp of approval on one of the worst terror attacks that took place in India. “So far, we have always alleged, and there was evidence to suggest, that for an attack on the Indian Parliament, planning was done across the border but yesterday’s [Thursday] resolution seems to have confirmed our worst fears because the polity of the country unanimously condones that action by actually condemning our action in sentencing, through a rule of law, the person who was involved in this.”
India should consider how to deal with Pakistan now. Prime Minister Manmohan Singh had, in the past, been very magnanimous to say that he was willing to walk an extra mile.
“After a series of these provocations [like blasts and terrorist attacks in India], we would like to urge him that forget a mile, he should now forget walking even an extra yard. Pakistan does not deserve this.
As long as this resolution remains, the question of a continued dialogue with Pakistan, which is approving of sympathy for terrorist attacks in India, I think, we should seriously forget discussing any serious issue with them through a structured dialogue.
Therefore, Pakistan will now have to walk extra two miles rather than our PM wanting to walk an extra mile,” he said.
Mr. Jaitley also charged that there was something serious with the way matters in the country’s external affairs were handled in view of India’s latest relations with Pakistan, Sri Lanka and the Maldives.
Ravi Shankar Prasad (BJP) wanted “a very structured response from the government” on the “sinister resolution” of Pakistan’s National Assembly. He said this was a serious matter.

Kerala waives interest on small farm loans, raises sin tax

Kerala finance minister KM Mani on Friday announced the state government would reduce stamp duty on real estate deals by 2 percentage points.
Presenting his 11th Budget in the Assembly today, he said the reduction in stamp duty on real estate deals would be beneficial to the general public. Stamp duty for village now is 5 per cent from 7 per cent earlier, 6 per cent (8 per cent) in municipalities and 7 per cent (9 per cent) in corporation areas.
Mani, who termed this as a Reform Budget, said the focus would be on overall development of the state. The GSDP growth recorded in 2011-12 was 9.51 per cent as against 7.57 per cent in the previous fiscal. It also seeks to mop up additional revenue of Rs 1,138.33 crore, mostly from luxury items. Cigarettes and liquor, among other things, will attract higher taxes.
Tax on cigarettes has been increased from 15 to 20 per cent, anticipating a revenue of Rs 120 crore, and that on foreign liquor from 100 to 105 per cent expecting an extra revenue of Rs 250 crore. VAT rate on a number of products like vehicles and white goods, which fall under 13.5 per cent, has been raised to 14.5 per cent, seeking to net Rs 650 crore.
He said the measure would bring the tax rate in Kerala on a par with other southern states and that the common people would not be affected as basic items such as rice had been exempted.
On auction trading of cardamom, this has been reduced to 2 per cent from 4 and that of water beds to 5 per cent from 13 per cent. Compared with the current fiscal, tax collection is expected to increase 20 per cent. The Budget estimates an additional tax income of Rs 1,138.33 crore and a revenue loss to the tune of Rs 67.78 crore through various tax benefits and a net revenue of Rs 1,070.55 crore. According to the revised estimates for FY12-13, the fiscal deficit is 3.12 per cent of the GSDP. The Budget estimates a lower fiscal deficit of 2.82 per cent for the next financial year.
Addressing the media, Mani said the revised figures for 2012-13 indicate 0.94 per cent revenue deficit, while the 2013-14 Budget estimates this at 0.54 per cent. He said the latest Budget estimates were well below the rates stipulated by the Finance Commission.
During the financial year 2013-14, the revenue of the state is estimated at Rs 58,057.88 crore, of which Rs 8,143.79 crore is the share of central taxes, Rs 6,221.42 crore is grant from the Centre, Rs 38,771.1 crore is receipts from state taxes and duties and Rs 4,921.57 crore is state's own non-tax revenue. Total revenue expenditure is estimated at Rs 60,327.85 crore.
Writes off interest on farm loans Announcing a set of flagship schemes for farmers, Mani set apart Rs 50 crore for writing off the interest on small farmers and announced an interest-free loan scheme for farmers holding below one hectare of land through co-operatives. It earmarked Rs 30 crore for this interest-free loan programme. He also came out with a risk insurance on farm loans guaranteeing that in the event of the farmer's death the loan need not be repaid. Other schemes Low-priced hotels - Thripthi -- would be opened in 63 taluks across the state. The government has earmarked Rs 788.93 crore for infrastructure development projects like Kochi Metro, Kozhikode, Thiruvananthapuram mono rail projects, Vizhinjam Sea port and Kannur air port. Also, it raised the pension under all social welfare schemes. Those who works a minimum of 100 days in a year under the National Employment Guarantee Scheme will get pension after 60 years of age. These workers will also get a gift worth Rs 400 during Onam.
A sum of Rs 10 crore has been earmarked for opening three fish malls at Thiruvananthapuram, Kochi, Kozhikode. A film archives will be set up in Munnar with an estimated investment of Rs 2.5 crore. The Kerala State Industrial Development Corporation will set up a separate overseas investment promotion wing to promote state-based entrepreneurs in West Asia, Southeast Asia, Latin America and Africa. Integrated business hubs will be formed in Thiruvananthapuram, Kochi, Kozhikode, Kannur and Idukki.
The road transport corporation will get Rs 100 crore in addition to the Budget allotment of Rs 186 crore to tide over the diesel price hike. The Budget also raised tax on plastic disposable cups, plates, leaf, etc to 20 per cent. Tax on footwear, which have a price tag up to Rs 500, will be reduced from 13.5 per cent to 5 per cent. Products like home gloves and finger caps will now attract a reduced commercial tax of 5 per cent.
Allocations Allocation to agriculture has been increased 16 per cent to Rs 1,494.74 crore while rural development increased to Rs 810 crore. Local self governments get an raise of 23.9 per cent to Rs 4,000 crore. For urban development, this has been hiked to Rs 1,130.49 crore, up 16.7 per cent over 2012-13. The co-operative sector gets Rs 75 crore, up 21 per cent. Industries department has been allocated Rs 579.36 crore for industrial parks, investor promotion, etc while Rs 855 crore is for has been earmarked for public works department.

Don't workout on an empty stomach
Gym-goers and athletes tend to push themselves on empty stomachs in the belief they'll burn up more fat.
Most believe in the theory that exercising on an empty stomach will make the body use up fat reserves and covert it into energy instead of the glucose or carbohydrates that may be readily available from a meal or a drink before the workout.
But while it seems to make sense, research now shows that exercising on an empty stomach doesn't offer any benefit and may actually work against you.
According to a recent report published this year in a fitness journal in the US, it has been established that the body burns the same amount of fat irrespective of whether you eat before or after a workout. But the problem arises in the fact that dizzy spells notwithstanding, you will lose muscle by exercising in a state of hunger.
The study also found that and without food to help the workout, the intensity of the exercise and the total calorie burn will be reduced. So, that leaves you not only exhausted, but with less muscle and no energy to burn more fat.
The studies found that when people trained with nothing in their stomachs, about 10 percent of the calories they burned came from protein, including muscle.
In an earlier study, researchers had found that eating light before a meal was beneficial. Those who consumed 45 grams of carbohydrates before their workouts ended up eating less through the rest of the day.
Experts now advise a light meal of oats or even a milkshake before a workout will go a long way in extending the benefits of the time spent in a gym. Those pushing the heavy ones in the hope of building muscle are well advised to go the Dara Singh way of egg 'n' milkshake.

HC panel wants 58 city schools to return ‘excess’ fee

NEW DELHI: A Delhi high court-appointed panel has found 58 city schools to have "unjustly" raised their fee and has recommended that these schools return the "excess amount" to parents at 9% interest.
The Justice Anil Dev Singh committee, which made the recommendation, has also called for a special inspection by the Directorate of Education against 11 of these schools as their financial records "didn't inspire any confidence". DoE told to inspect 27 city schools
Submitting its second interim report in court, the committee said in 47 of the 58 schools, the fee hiked since 2009 was wholly or partially unjustified. That is because either these schools had sufficient funds to meet the burden of increased staff salaries following the 6th pay commission recommendations or the fee hike was higher than what was required to pay increased salaries.
"The committee has recommended refund of fee unjustly hiked by 58 schools. Among these are 11 schools, where the committee, besides recommending the refund, has also recommended special inspection to be carried out by the Directorate of Education," the three-member panel headed by former Rajasthan High Court Chief Justice Anil Dev Singh said.
The panel found 27 other schools had not submitted relevant records and wants DoE to inspect them again.
The committee said it had examined fee hikes by 148 schools. "In the case of 63 schools, the committee has not recommended any intervention as the schools were found to have either not hiked the fee in pursuance of the order dated February 11, 2009 issued by the DoE or the fee hiked was found to be within...tolerance limit of 10% or the fee hike was found to be justified."
The report, submitted before a bench of Justices B D Ahmed and Siddharth Mridul, said a number of schools were found to have charged development fee out of line with the laid criteria. It pointed out that while schools were quick to levy development fee as permitted by Supreme Court in 2004, they had turned a blind eye to conditions laid down by the court, such as putting this money in separate development fund accounts. The panel was shocked to find that in some schools, the pay hike to teacher was taken back in the name of development of the school.
In its first report submitted on August 23 last year, the panel had examined the fee hikes in 200 schools and then too recommended that 64 schools be asked to refund the "excess fees" with 9% interest. The reports followed an earlier order of the court which is hearing a PIL of NGO Social Jurist, that has accused private schools of unjustly raising fees.

Dhoni convinces BCCI to grant coach Fletcher a year's extension
M MUMBAI: The year 2012 in Indian cricket was ridden with captain Mahendra Singh Dhoni's troubled batting form, Virender Sehwag and Gautam Gambhir's run-drought, India's string of Test losses, Zaheer Khan's never-ending injury woes and the back-to-back retirements of Rahul Dravid and VVS Laxman. So, the BCCI firmly believes that national coach Duncan Fletcher alone cannot be blamed for all things that kept going wrong for Team India in the last 13 months.
Hence, the Board decided to extend the 64-year-old Fletcher's contract by another term. The decision was taken in a BCCI working committee meeting held in Mumbai on Friday. BCCI President N Srinivasan was present in the meeting. The former Zimbabwe skipper, who tasted immense success as the England national coach in the last decade, will now stay with the Indian team for another 12 months. The BCCI also renewed fielding coach Trevor Penney's contract and offered him a year's extension.
Fletcher's two-year contract with the BCCI, which he signed in April 2011 — after India's World Cup victory — was due to expire by March end.
The buzz going around is that Dhoni, who is known to be very close to Srinivasan (he is captain of Srinivasan's IPL team, Chennai Super Kings and also the vice-president of his company, India Cements) threw his weight behind Fletcher. It was argued in the coach's favour that given Team India's current rebuilding process — youngsters replacing the seniors — it was prudent to have an individual like Fletcher on board.
"The reason why Fletcher was hired after Gary Kirsten's exit — also at the latter's express recommendation — was to help the transition. Fletcher has always enjoyed a massive reputation to work with youngsters on their game. He has a great cricketing brain and there is lot that he can impart," a senior board official told TOI, explaining the reasons behind extending Fletcher's term. "It is still an ongoing process," he added.
With Fletcher now on board till March 2014, the BCCI has ample time to figure out if the coach can carry India to the 2015 World Cup in Australia and New Zealand or whether a need will arise to bring in another individual for the task. It is also anticipated that the BCCI may hire an assistant coach soon, to work with Fletcher. If that happens, the assistant coach can be in a position to take over from him in the near future if and when the time comes when the Zimbabwean calls it quits.
Fletcher's role as chief coach of the national team came under scrutiny when India had lost badly on tours to England and Australia. However, the clamour to have him sacked got higher only recently when India lost the series to England at home. "But you have to keep in mind that during those losses, the entire team performed poorly. How can you hold a coach responsible? This is not like football. Fletcher was brought in with a larger role and that's his primary responsibility," says the official.

The story of Rantideva
A hand is odorned with daanam rather than with kankanaas. Daanam must be done expecting absolutely nothing in return, admiring the greatness of the dana-grahita, for giving the daata an opportunity to help the grahita. Stories of great Daatas are huge in number in our Indian history, who gave away everything they had. King Rantideva is well known not only in Bhuloka, but also in the urdhva lokas for his daana gunam.
Rantideva never endeavored to earn anything for himself. He would enjoy whatever he got by vidhi and when atithis came he would give them what they needed. He gave away everything he had to the poor and underwent considerable suffering, along with the members of his family.
Finally, he and his family members did not even get food and water, yet Rantideva always was always satisfied — a sthita pragnya. One morning, after fasting for forty-eight days, Rantideva received some water and some paramaannam (paayasam with rice, milk and ghee). Just when about to eat them, a brahmana atithi arrived. Because Rantideva perceived the presence of the Paramaatma everywhere, and in every living entity, he received the atithi with faith and respect and gave him a share of the paramaannam. The brahmana ate his share and left the place satisfied.
Thereafter, having divided the remaining paramaannam with his family, Rantideva was just about to eat his own share when another atithi, a shudra arrived. Seeing the shudra in relationship with the Purushottama, King Rantideva gave him also a share of the paramaannam.
When the shudra went away, another atithi arrived, surrounded by dogs, and said, “O King, I and my company of dogs are very hungry. Please give us something to eat.” With great respect, King Rantideva offered the balance of the paramaannam to the dogs and the master of the dogs, who had come as atithis.
Thereafter, only the drinking water remained, and there was only enough to satisfy one person, but when the King was just about to drink it, a chandaala appeared and said, “O King, although I am lowborn, kindly give me some drinking water.” Aggrieved at hearing the pitiable words of the poor fatigued chandaala, Rantideva spoke the following madhura vaakyas.
“I do not pray to the Lord for the ashta siddhis, nor for vimukti from samsaara saagaram. I want to stay among all the living entities and suffer all distresses on their behalf, so that they may be freed from suffering.
By offering my water to maintain the life of this poor chandaala, who is struggling to live, I have been freed from all hunger, thirst, fatigue, trembling of the body, moroseness, distress, lamentation and illusion”. The trimurtis appeared before Rantideva, satisfied by his daatrutvam and bless him. They revealed that they had come in the forms of the brahmana, shudra and chandaala in order to test his karuna, daya and daatrutvam.
